When my girls were between 1-4 years of age they got clothes for their gifts. Then after they outgrew toys they got clothes too. We couldn't afford to spend a lot and any kid only needs a certain amount of toys. Whenever they got a new toy an old toy had to be gotten rid of. I did include a book on each gift giving occasion----I am a firm believer in kids having books. When the girls were 8-12 years of age they each got a Bible that was age appropriate.
Age-appropriate toys for her would include blocks (both the old style wooden blocks and the large, plastic fit-together blocks like Duplo or Megablocks); Play Doh and simple accessories like a rolling pin and cookie cutters; books; simple dolls and other "pretending" toys (like kitchen goods, toy phones, toy trucks and cars, plastic animals and people, etc.; simple riding toys that you move with your feet or pedal; washable crayons or markers; finger paints; ring stackers and nesting cups.
You just want to be sure that none of the toys will be dangerous to her--such as choking hazards. The "art supplies" would be used with supervision.
