Supplies:

  • tissue paper sheets, any color
  • pipe cleaners
  • scissors

Steps:

  1. Stack all of the needed tissue sheets neatly together. (I made medium sized flowers so I cut my sheets in half.)

Medium Flower: To make a medium sized flower you will need 2-3 full sheets of tissue paper. Cut them in half lengthwise, then stack the halves together.

Large Flowers: To make a large sized flower you will need 4-6 full sheets of tissue paper.
  2. cut sheets of tissue

  3. Starting at one end fold the tissue over about 1 inch. Then flip the tissue over and fold again, continue folding the tissue accordion style.
  4. fold tissue back and forth

  5. Fold a pipe cleaner in half, set it over the folded tissue, and then twist the two ends together. Using scissors round off the ends of the tissue.
  6. attach pipe cleaner

  7. Now gently begin separating the layer of tissue, pulling each layer towards the middle, and covering the folded edge of the pipe cleaner.
  8. separate layers

  9. Once all of the layers are separated, fluff them to form the flower. Use the ends of the pipe cleaner to attach the flower to whatever you want.

This is a decoration I made for a Valentine's Day party this year. The vase is made from a drinkable yogurt container. I hot glued on a red ribbon around the middle and hot glued on a bow. I painted the top to give it a little more color.

These vases were made from empty drinkable yogurt containers. Any size container works well. The flowers are made from tissue paper and coffee filters.

My daughter has to decorate a car for the homecoming parade at school. The cars have to be decorated with tissue flowers and I have never made a tissue flower.

We used to make them about the same way as carolb posted. We would tear off the outer edges and it would make them look fluffier. Also, using tissue paper instead of Kleenex makes a sturdier flower and gives you a bigger variety of colors and sizes. Mixing colors of tissue paper in the same flower makes beautiful tissue flowers. Just layer different colors and then fold them together.

The more layers, the fuller the flower will be. After you fluff them out you can trim as needed to shape with scissors or tear them gently for the rough edge for a fluffier, more natural, look. You can also use pipe cleaners to tie them and then you have a wire to adjust them easier when arranging.
Good luck! It should be fun :)

Do you know that you can make flowers out of tissue paper without doing complicated folds? In this project I used a cheap toilet paper roll, but I suggest you choose the thicker type of tissue paper and it would look prettier if mixed with different colors.

These beautiful tissue paper flowers get their puffy look from using a small Styrofoam ball or Ping Pong ball to create the petals. Set them out in a vase or use to upscale gifts. The photos and instructions needed for making your own can be found on this page.
