Can I knit narrower than loom length? I've been searching the net for this, but haven't found anything useful. If I have an extra long loom (22 inches), can I still use it to knit a narrow scarf (8 inches or so)? I am an absolute beginner at this and any help will be greatly appreciated.

Yes, you can, and it's often done! I've often seen knitters wrap rubber bands around two parts of their loom to serve as a reminder of which pegs they're using.
I am looking for instruction on the long loom for making a scarf. This is my first time knitting.
Does anyone know how to make a scarf with the Knifty Knitter kit? If you do, please leave instructions.
