I was looking through my shelf in my room, and found a bottle of Flarp that had been sitting there for a good year or so. It had completely separated so, out of boredom, I mixed it together to find that it is still super sticking and liquidy.

Normally this is made with water, white glue, food coloring, and borax powder. When you use this it will shrink all the time because your hands are absorbing the water that is in the putty. After a time it can get hard and dry out. In this case, you would need to cut this up and add some more warm water to make it work again. Yours seems to have separated and fallen apart and when you mixed it back together it became very sticky.
I'm not sure anyone has addressed your question as I'm understanding it. Your 'found' Flarp is sticky and liquidy and cannot be used? Not dried out??
Sometimes you can solve this problem by kneading it so try this first. It may take quite a lot of kneading (read a post on making putty to see how much to knead).
if that does not eliminate the sticky liquidy feel then you may have to try something else.add a teaspoon of baking soda (or borax).
Maybe use 1 teaspoon of borax, mixed with 1 cup of hot water (stir until fully dissolved). Only add a little bit at a time and work the borax (activator) through the slime.
Do not add too much at once, or you could over activate the compound.
On the chance that you do not want to use borax (or even have any) there are other things you can use such as eye contact solution and a little baking soda.

What if the lid is on my Flarp noise putty and it was hard, dry, and somewhat sticky when I opened the container. How do I fix it and turn back to how it was originally?
There are a few ways to bringing this putty back. There are recipes, that are as simple as using water and hand lotion to rejuvenate it back to usable.
How do you reconstitute 'Flarp' (noise putty). I left it outside it's container and now it's sort of dry. Would I use oil, water, what?

If you still have the container, put it back in and add a little warm water. While its still in the container use some scissors, I used the round nosed kids scissors, and chop it up into to pieces. That will increase the surface area of the flarp and increase its ability to absorb water. Wait until the water is absorbed. Repeat until it reaches the desired consistency. Happy flarping!
You could leave it out in the sun without the lid on, then the water will evaporate
Does Flarp shrink and if it does what causes it? I bought a canister just over a week ago and it seemed smaller everyday. Now I can't get it to make much noise, because it just kinda falls to the bottom of the canister. It is half of its original size. Any advice?

Yes, obviously Flarp shrinks. Why? because it has water in it and appearantly you're lid isn't as tight fitting as it should be and the water is evaporating.
My husband had a can of the stuff I got him a few birthdays ago, he keeps it in the can in a zipper bag. No evaporation. Now, also watch your fingertips if you play with it much. They'll get wrinkly as if you were in a bath too long. Same reason: your fingers are absorbing the water from the Flarp.
You could try kneading in a little water, a few drops at a time to see if they'll soak in, but I don't know if it's actual water or some other liquid. Good luck!
