I always use a metal baby feeding spoon. They have a small pointed tip and narrow spoon "bowl" that digs out the stem very easily.

To hull a strawberry, push a large drinking straw up through from the pointed end of the fruit. Kids can do this as well.
Here's an easy way to remove the strawberry twig/stem. Insert a plastic drinking straw through the bottom of berry in upward position, stem comes right off.
When hulling strawberries, use a sturdy plastic straw. Push the straw up from the bottom of the strawberry through the top.
