You didn't write what size your doll is, but it looks pretty small, I think you have a 13" Cathay Collection Angel/Fairy Porcelain Doll, value is around $15-20.

I want to know how much is this porcelin doll is worth. The number is 116 of 5000 on the back of his neck but the certificate says its number 113 of 5000. The doll's name is Jakob and he is 18 inches tall.
Cathay dolls are 17" to 18" tall in the 1-5000 series. Presently the dolls can range in price from $50-whatever or even less. Your boy doll, Jakob appears to be in very good condition and you have the certificate. Someone erred in the digits printed on the doll or the certificate and may become questionable; however the clothing looks authentic to the Cathay boy's clothes as well as the facial expression.
I've attempted to locate a year of mfg. of Cathay Dolls with no success. Sorry, I do hope another will provide much needed information for you.
Cathay dolls are mass-produced and several thousand will be listed for sale at any given time.
I did not find a Cathay doll with this spelling - Jakob, but that is not unusual as many sellers do not have the COA with a doll's name printed so they may just list their dolls as 'boy'.
You can always start your research with Google to see if you can find a doll like yours. Searches like this are very time-consuming.

However, a 'for sale' price does not show the value of an item, this price only shows what a seller would like to receive for their items.
