A treat to dip strawberries or banana chunks once in a while.
In heavy saucepan over medium heat, melt chips, butter, sweetened condensed milk, and water. Cook and stir constantly until thick. Add vanilla. Serve warm over ice cream or as a fruit dipping sauce.
Great for dipping strawberries. Refrigerate leftovers.

I am looking for a recipe for the Hot Fudge they have at Friendly's Restaurants in the Northeast. I love that stuff, but live in Missouri and they don't have Friendly's out here.
I found this recipe at recipezaar.com. It's not an original, but supposedly a 'clone.' Hope it comes close.
Friendly's Hot Fudge Recipe Clone
1 can Eagle Brand condensed milk (14oz.)
1 bottle light Karo syrup (14oz.)
12 oz. semi-sweet chocolate chips
1/4 lb. butter
Melt all ingredients together in top of a double boiler. Melt and cook 30 minutes, stirring frequently. Remove from heat and beat with electric mixer for 3 minutes. Cool slightly and place in airtight container. Heat when needed.
Mix sweetened condensed milk and chocolate together over low heat. Add 1 teaspoon vanilla.
Whisk above together, and put through little sieve if necessary to make sure cocoa powder has no lumps. Add 3-4 tablespoons milk (skim, whole, evaporated, any will do).
Whisk your favorite liqueur into hot fudge topping. Serve over ice cream, yogurt, cheese cake, cake, blend with coffee or as a dip for fresh fruits. Serves: 9
Microwave 1 cup semisweet chocolate chips on HIGH, stirring occasionally, until melted, about 1 1/2 to 2 minutes.
Combine evaporated milk, sugar and chocolate in saucepan over low heat. Cook 10-15 minutes, stirring occasionally.
Perfect for hot fudge sundaes. It keeps well in the refrigerator. Melt the chocolate and the butter in a saucepan over very low heat.
This is a wonderful chocolate sauce! Love it warm over ice cream!
