Ask a lawyer! Ask the Department of Motor Vehicles for all the information they have. Get everything in writing. Statutes of limitations vary from state to state, and for various categories of offenses within individual states.

See www.dot.wisconsin.gov/.../point.htm. Also check "driver's license points FAQs", left side, same page. They don't use the term "statute of limitation" for points, but that is what it is. Looks like if it's not alcohol-related, it's gone after 5 years, but read carefully to see what applies to your own situation.

It depends on the situation. There may be only a window of three to five years as far as points on your license go, however if the accident was your fault and you owe fines, your license could be suspended indefinitely until the fines that you owe are paid.
