This recipe was on the box of Hershey's cocoa years ago, before l ever saw the syrup for sale.
This recipe is from my husband's aunt, Norma Orme. This is fine for a diabetic person, as Norma's husband was.
Mix sugar, salt and cocoa. add water to make paste. Bring to a boil stirring constantly. Boil for 3 minutes. Add vanilla and pour at once into a jar.
