Preheat oven to 350 degrees F.
Saute peppers and onions in oil until tender, about 8 to 10 minutes, transfer to a 9x13 inch baking dish and stir in the broth and barley.
Cover and bake for 50 minutes. Uncover and continue to bake for 5 to 10 minutes, or until barley is tender and liquid is absorbed.
