Where I live in the southeast U.S., these places are called "wildlife refuges" and occasionally "wildlife management areas."

We have several near our home and enjoy using them for birdwatching. During the winter, the refuges have certain areas that are closed even to foot traffic so the wintering waterfowl and other birds may rest.
